A while ago, I did size definitions for laptops because there was a laptop for every size and some gray areas. The same goes for handheld devices.
1-4"
This is the most common size because it covers several small devices like phones, MP3 players, GPA and PDA's. We're seeing a trend towards the 4" size because of the iPhone and myriad of Android smartphones.
5-7"
At this size, I consider the device a media player... a portable item used to watch movies. I feel that it's too small to be considered a tablet. There's not enough room for interaction. The iPad at 9" feels just about right... a little smaller and it wouldn't be the same.
9-12"
These are the tablets, dominated by the 9" iPad and several widescreen 10" Androids. I think the tablet category should max out at 12", The ASUS 12" slate is as large as they should get and it's borderline. That device is almost as heavy as a laptop.
13"+
Handheld devices shouldn't be this large. At 13", we're starting to see low-end LCD's for desktops. It would be silly to carry around a tablet of that size. Thankfully, I don't think anyone makes one!
